Place all the ingredients except the cheese and olive oil into a food processor or blender. Pulse a few times to blend. Drizzle olive oil while the machine is running until ingredients begin to pull together into a sauce (anywhere from 1/4 to 3/4 cup of oil, depending on what consistency you prefer). Stop and scrape down sides and then blend an additional 30 seconds or so. Pour onto cooked pasta, meat, fish or potatoes and sprinkle with parmesan.
