Preheat oven at 400 degrees. In a skillet saute onions and carrots in olive oil. Add ground beef and brown, season with salt, pepper and thyme. Melt a tablespoon of butter and sprinkle flour. stirring to coat the ground beef. Add the wine, tomato paste, worcestershire and stock and stir to combine. Add frozen peas and let simmer into a thick sauce for about 8-10 minutes.
Pour into a baking dish, top with mashed potatoes and bake for 15-20 minutes.
